The Business Challenge 

As Keen Care prepared to launch their new mobile and web applications for nationwide use, they were seeking the right technology foundation to support their long term vision. The organisation needed a modern, secure, and scalable cloud platform that could host their applications, protect sensitive data, and enable future innovation. For an Australian healthcare organisation handling confidential client information, it was critical that the new environment ensure data sovereignty, compliance with local regulations, and strong performance for users across the country. 

In addition, Keen Care wanted an environment that promoted automation, efficient deployments, and reduced the operational burden on their development team. They sought a technology partner who could design and implement this cloud foundation in alignment with AWS best practices while empowering their internal team with the knowledge to manage it effectively.

Cloudek’s approach emphasised not just implementation but partnership, guiding Keen Care’s internal development team to become more cloud native while maintaining compliance with HIPAA and Australian Privacy Principles (APPs). 


Cloudek’s consultants understood that the project was a greenfield deployment, focused on building a modern and scalable foundation from the ground up. Their ability to combine AWS best practices with healthcare specific security controls made them an ideal fit for Keen Care’s goals. 

Beyond implementation, Cloudek also played an advisory role, helping Keen Care’s team adopt best practices across the AWS ecosystem. This included guidance on: 


  • Secrets management and secure developer access to private resources using bastion hosts. 

  • Hosting frontend applications through AWS Amplify. 

  • Implementing effective load balancing, scaling, and DNS management strategies. 

  • CI/CD best practices, including optimal branching strategies and automated testing early in the development lifecycle to promote a shift left approach. 


Cloudek also partnered with Keen Care to establish Agile ways of working, bringing structure and discipline to software delivery. By introducing standardised sprint planning, defined roles and responsibilities, and regular stakeholder reviews, Cloudek helped Keen Care foster transparency and accountability across the team. A key outcome of this engagement was that everyone clearly understood their responsibilities, and stakeholders were actively involved in Business Verification Testing after each deployment. This proactive testing ensured that issues were identified and resolved early, reducing the likelihood of customers encountering them first. Through these Agile practices, Keen Care benefited from improved communication, predictable delivery, and stronger collaboration between business and technical teams.

In Phase 1, Cloudek established a robust cloud foundation and deployed Keen Care’s core applications in a secure and scalable AWS environment. The solution was built on a three tier multi account architecture separating the payer, core, and platform environments to ensure clear boundaries and governance. Custom VPCs with non overlapping subnets, Internet and NAT Gateways were provisioned to manage network segregation and secure access paths. IAM roles with MFA, CloudTrail logging, and Service Control Policies were implemented to align with HIPAA and NIST 800 53 best practices. In addition, AWS IAM Identity Center was configured for single sign on (SSO) and integrated with Keen Care’s Microsoft Entra ID environment. IAM roles were defined to enforce the principles of least privilege and segregation of duties, ensuring that access remained tightly controlled across environments. Data was secured using Amazon RDS with encryption at rest and in transit, while AWS Secrets Manager handled credential management. Amazon S3 was used for reliable, scalable storage of application assets and static content, and Route 53 combined with an Application Load Balancer enabled secure and reliable application access. AWS Budgets, Cost Explorer, and CloudWatch provided real time visibility into usage and spending. Documentation and operational runbooks were delivered to Keen Care’s team to ensure clarity and consistency, while ongoing collaboration aligned infrastructure configurations with application dependencies and developer needs.

In Phase 2, Cloudek modernised Keen Care’s delivery practices by implementing a fully automated CI/CD pipeline. Using GitHub Actions for continuous integration, the team automated builds, dependency checks, and testing workflows. AWS CodeDeploy was introduced for continuous delivery, enabling rolling deployments with integrated health checks and rollback automation. Version control and rollback were tied to Git commits for precise tracking, while post deployment validation and manual smoke tests ensured production stability. The CI/CD process was integrated into Keen Care’s Agile sprint cycle, enabling smaller, more frequent releases aligned with business priorities. Cloudek also provided: 

  • Comprehensive training sessions and documentation for the Keen Care development team. 

  • Integration of post deployment validation into the release pipeline. 

  • Best practice guidance to embed CI/CD as part of continuous improvement and DevOps culture. 


Results and Benefits 

Keen Care’s transformation resulted in tangible improvements across performance, compliance, and collaboration. Hosting within AWS’s Sydney region and aligning with HIPAA best practices gave Keen Care the assurance of data sovereignty and security. End users benefited from faster response times and consistent availability, particularly for mobile applications used by caregivers in the field. With the new CI/CD pipeline, deployment times were reduced from hours to minutes, allowing faster delivery of new features without compromising quality. 


The introduction of Agile practices significantly improved visibility and collaboration across the organisation. Stakeholders were more engaged throughout the development lifecycle, particularly during Business Verification Testing, which ensured that potential issues were caught early. This reduced customer facing incidents and improved overall release confidence.
